House Rent Allowance (HRA) is a component of an employee's salary paid by employers to help meet the cost of renting accommodation. Under Section 10(13A) of the Income Tax Act, a portion of HRA is exempt from income tax, reducing your overall tax liability.
How is HRA Exemption Calculated?
The HRA exemption is the minimum of the following three amounts:
- Actual HRA received from the employer
- 50% of basic salary (for metro cities: Delhi, Mumbai, Chennai, Kolkata) or 40% of basic salary (for non-metro cities)
- Actual rent paid minus 10% of basic salary (or zero if this is negative)
The lowest of these three values is your tax-exempt HRA. Any HRA received above this exempt amount is taxable as part of your salary income.

The Income Tax Act recognizes four metro cities — Delhi, Mumbai, Chennai, and Kolkata — for the purpose of HRA exemption. Employees in these cities get 50% of basic salary as the city component. All other cities fall under the non-metro category and get 40% of basic salary.
